Moving rocchio to the 2 hole completely negates Jose at 3. He’s gonna hit into tons of double plays and take Jose out of the picture. Kyle schwarber leads off for every team he plays for. Jose absolutely should be in the two hole unless he really hates being there
Regarding Jose hitting #2, the rationale behind that is there's data out there showing that the #2 spot sees more RBI opportunities later in games than the #3 spot. If that's true, then it makes sense to have your best hitter hit #2 and probably your 2nd best hitter hit #3.
