Production and factories moved out of the U.S. due to deliberate choices made by American entrepreneurs who ran them. This was a matter of greed—prioritizing the bottom line above all else. Now, no matter how hard this administration tries to bring back manufacturing, it will be difficult (if not impossible) to return to the conditions of 30 or 40 years ago, as the costs would be overwhelmingly higher than maintaining the status quo. Considering that Asian manufacturing costs are ~60% lower than the U.S. (according to the World Bank in 2023), relocating these factories would erase profit margins entirely.

Common sense seems to be a synonym for ignoring laws
It seems to me that J. D. Vance hasn't really understood the mechanisms of economic globalisation. What he complains about, manufacturing jobs going to other (cheaper, developing) countries, is something every highly developed industrialized country had to cope with during the recent decades. There is a simple remedy against it: Lower your production costs to the level of those cheaper or developing countries, or produce really outstanding quality, otherwise your products are not competitive enough on the world market. This in most cases would mean, accept really low wages, long working hours and not to many labor protection laws for your workforce. And then hope the employees don't protest.
