I knew Canada has a problem with this issue, but I absolutely had no idea the US has this problem to such a huge extent too, which I'm just learning about now, and that is: in govt., far too many of the rules are just customs, traditions, and based on the honours system, rather than laws that officials have to obey or it's a crime or at least impeachable offense. I mean in the olden days, back when Americans still had so many British style customs and such, there was more of an incentive to be socially appropriate and ethical. Now, they need to shore up the laws and expect leaders, companies, presidents, et al to break every rule they can without any penalty, if they don't make the rules enforceable!!
