1. As a retired employee of civil service, I’ve seen government programs that initially had the best of intentions eventually become bloated into budget-busting monstrosities that in no way resembled the original intent.
2. Zero-based financial auditing of ALL government programs must be performed to ensure that partisan entities are not enriched with a penny of taxpayer dollars.
